I'm happy to enlighten you now: The design is called Watercolor and was developed by Microsoft to graphically outline the first alpha/beta versions (still unfinished products being worked on) - it is also referred to as the Whistler design, as this was the code name for Windows XP. You can access the design (also known as the theme) as follows:
1. Download Style XP from www.tgtsoft.com and follow the installation wizard. After a while, it asks whether you want to accept the new theme, which you answer in the negative.
2. Double-click on the Style XP icon (next to the clock) in the taskbar and select Themes. Here you can set Watercolor Ergonomic (only as an example) and confirm with Apply Theme. The entire system appearance is immediately set to Windows Whistler converted.
