Quick overview:
In many Internet forums, complaints about error messages in connection with explorer.exe and MSI installation routines. To resolve the problem, some changes must be made in the Windows registry.
1. click on 
Start ---> All programs ---> Accessories
2. navigate to the item Command prompt
3. enter the following command:
HKLMSOFTWAREMicrosoftSQMClientWindowsDisabledSessions
/va /f
If you receive an error message about insufficient access rights, you must Command prompt with Start with administrator rights. To do this, click with the right mouse button on Command prompt and then to Run as administrator.
